Birth certificate for an election identification

A Birth Certificate for Election Identification is a certified copy of a birth certificate that can only be used to apply for an Election Identification Certificate (EIC). This type of birth certificate is only available in Texas and clearly states: “For Election Identification Purposes Only.” They are not offered in any other state.

Since 2013, the Texas Department of State Health Services (DSHS) has waived the processing fees to get a certified copy of a Texas birth certificate, if that record will only be used to obtain an Election Identification Certificate (EIC). EICs are also free at any Texas Department of Public Safety (DPS) office.

These U.S. birth certificate copies are limited to one per person and can only be applied for by the certificate holder at a Texas Vital Statistics Unit (VSU), local registrar, or county clerk (see full list of Texas vital records offices).
